Most of the drawbacks of LCD monitors is caused by capacitors bulged.
The picture flashes, Power LED flashes blue.. It should be noted unrepeatable delivered to the capacitor voltage of 25 volts with a capacity greater change.
It should noted that the 1000uf for suitable replacements.
I replacement on the monitor the capacitor 680uf 16 volts to capacitor 1000uf 25V.
